Ray Campbell

Ray Campbell is a lawyer with extensive experience in public policy, health data and executive leadership. From 2016 through 2022, Ray was the Executive Director of the Massachusetts Center for Health Information and Analysis (CHIA), an independent regulatory agency with authority to collect data and perform analyses of the Massachusetts healthcare system to support policy making, public health and healthcare improvement efforts. Prior to CHIA, Ray was a commissioner and the Acting Executive Director of the Massachusetts Group Insurance Commission, the largest self-insured purchaser in the New England commercial healthcare market. Before that, Ray spent seven years as the Executive Director of the Massachusetts Health Data Consortium, a multi-stakeholder nonprofit working on state and federal healthcare IT, health information exchange and data interoperability projects with all the major healthcare stakeholders in Massachusetts. Ray has been an instructor in the Department of Health Policy and Management at the Harvard T.H. Chan School of Public Health, where he taught the class “Health Data and Public Policy” and ran an executive education program on health equity, artificial intelligence and data ethics. Ray has also worked as a lawyer in the public and private sectors, as a consultant and as the Executive Director of a Massachusetts quasi-public authority that provided internet and distance learning services to K-12 schools, state agencies and municipalities.
